Federal Benefits Resource was founded by Robert Holmes, a retired Army Sergeant First Class and GS-0201-11 Human Resources Specialist with more than 21 years of federal HR experience. He worked inside the system processing claims, navigating agency policy, and helping federal employees understand the decisions that affect their retirement, health coverage, and long-term financial security.
